Hoover Property Tenant Unions



Residents at New York Apartments recently made history launching Tacoma’s first supermajority tenant union. Their commonsense demands and fight for community protection have inspired neighbors citywide and established Tacoma as a hotbed in the nationwide tenant union movement resurgence.
The NYA Tenant Union only launched in December, 2025, but has already spurred organizing in buildings across their landlord’s local portfolio and throughout Tacoma. Be sure to sign our petition
They’ve since been joined by residents at Newcastle Apartments, who launched their supermajority, 90 percent tenant union in March of 2026, and the North Slope Tenant Union, covering three more buildings, in April of 2026. Combined, our unions represent over 70 percent of the tenants and a combined $50,000 in monthly rent in landlords Rob Hoover, Candace Hoover and Ann Limbourne’s Tacoma portfolio.

McIlvaine Tenant Union

McIlvaine Apartments residents had their first backyard meeting after receiving water shutoff notices and realizing their landlords were charging opaque utilities fees to their tenants without paying the bills. But this was just the beginning! They’ve since identified major maintenance issues, manipulation in rental rates, and mistreatment by property managers.
They’ve now organized every single unit in their building, and they’re united in their demands for responsive maintenance, fair rents and transparent utility costs, starting with the demand to Dump RUBS! But their most important demands are for dignity and agency in their homes.
